[SMM Survey] Weekly Electrolytic Cell Industry Review, 2025-08-22-08-28

In terms of capacity, according to incomplete statistics, the domestic alkaline electrolyzer market maintained a capacity of 43.77 GW, with no new capacity added temporarily.

This week's delivery status:

China State Shipbuilding Corporation 718th Research Institute's subsidiary, CSSC (Handan) Perry Hydrogen Energy Technology Co., Ltd., completed the final transportation and loading of 50 MW, totaling ten 1000 Nm³/h electrolyzer units, which were officially shipped from Lianyungang Port to Piraeus Port in Greece.

The 10,000 Nm³/h electrolyzer won by Sany Hydrogen Energy for the Shenzhen Energy Etuoke Banner Wind-Solar Power Hydrogen Production Integrated Green Ammonia Synthesis Project in Inner Mongolia has been smoothly shipped.

Previous delivery status:

CRRC Zhuzhou Institute Co., Ltd. officially shipped 13 self-developed 1000 Nm³/h electrolyzers, which will be gradually delivered to the Guohua Cangzhou "Green Port Hydrogen City" project.

The 50 m³ water electrolysis products supplied by H2Pro Energy for the TNB-PCSS Green Hydrogen Demonstration Project of Malaysia's State Grid Corporation of China have been successfully shipped to Shanghai Port.

Wenshi Hydrogen Energy's AEM hydrogen production system was successfully shipped to Austria.

The MW-class hydrogen production system developed and produced by Hydrogen Yi Energy has been shipped and will be used in a domestic large-scale energy enterprise's hydrogen production-related project.

Shanghai Hydrogen Era Technology Co., Ltd. delivered four 1050 Nm³/h electrolyzers to the China Energy Engineering Group Songyuan Hydrogen Energy Industrial Park Project.

China National Heavy Duty Truck Group Electric Power (Yangzhou) Hydrogen Production Equipment Co., Ltd. successfully delivered a complete set of 1000 Nm³/h alkaline water electrolysis hydrogen production equipment, including a 1000 Nm³/h electrolyzer, separation skid, purification skid, and water-alkali tank, among other supporting equipment. The delivery destination has not been obtained yet.

As of August 14, 2025, domestic enterprises (including overseas deliveries) delivered a total of 365.85 MW of alkaline electrolyzers in Q2 (all data are sourced from public data and SMM surveys).

Updates on electrolyzer projects:

1. Junzhan Energy Technology (Tongliao) Co., Ltd.'s project filed in Horqin Left Middle Banner, Inner Mongolia—the Junzhan Horqin Left Middle Banner Wind-Solar Power, Hydrogen Storage, and Methanol Integration Project (hydrogen and methanol section), was approved by the Horqin Left Middle Banner Development and Reform Commission on August 21, 2025. The project adopts a "wind-solar power hydrogen production - green methanol" technical route and will be constructed in two phases. Each phase will involve the construction of an annual production capacity of 550,000 mt of green methanol, ultimately forming an annual production capacity of 1.1 million mt of green methanol. The hydrogen production section will be equipped with a 350,000 Nm³/h water electrolysis hydrogen production unit. The methanol production section will include a biomass gasifier, methanol synthesis unit, distillation equipment, and biomass energy waste heat power generation unit, among others.

2. The Chayouqianqi Wind and Solar Power Hydrogen Production Integrated Project (New Energy Segment) of Inner Mongolia Gemeng Yihe New Energy Co., Ltd. in Chahar Right Front Banner, Ulanqab City, received approval from the Ulanqab Municipal Development and Reform Commission on August 22, 2025. The project adopts the technical route of "off-grid wind power + energy storage + electrolytic water hydrogen production," with coordinated layout between the new energy segment and the hydrogen production segment. Among them: New Energy Segment: Construction of a 50MW wind power installation, supported by a 5MW/20MWh all-vanadium flow battery energy storage system (the bidder may optimize the configuration), directly supplying power to the hydrogen production segment via a 35kV power collection line. Hydrogen Production Segment: Planning and construction of a PEM electrolytic water hydrogen production unit with a rated hydrogen production capacity of 9,000Nm³/h and a maximum hydrogen production capacity of 10,800Nm³/h, equipped with 36 sets of 250Nm³/h electrolyzers and supporting purification and hydrogen storage facilities, achieving an annual green hydrogen capacity of 2,947 mt.

3. China Resources New Energy (Laohekou) Co., Ltd. issued a tender announcement on August 28, 2025, for the China Resources Power Laohekou Hydrogen and Oxygen Production Technology R&D Project and EPC General Contracting Project for the Hydrogen Production System Laboratory in the chemical industrial park of Laohekou City, Hubei Province. The project is located in the Circular Economy Industrial Park area of the Laohekou Chemical Industrial Park. The construction scope includes: Hydrogen Production System Laboratory: A 1,000 m² laboratory space, encompassing a full-power testing platform for components such as electrolytic water hydrogen production power supplies, electrolyzers, gas-liquid separation systems, and purification systems with capacities of 2,000Nm³/h and below, as well as a full-power testing platform for electrolytic water hydrogen production systems with capacities below 4,000Nm³/h. Hydrogen Energy R&D Capability: Development of modeling and simulation software and energy management and control software for wind-solar-storage-hydrogen integrated projects, supported by a hydrogen analysis laboratory and a quality management system. Production Capacity: Simultaneously capable of producing 2,000Nm³/h of hydrogen and oxygen through electrolytic water, with products meeting the demands of scenarios such as chemical raw materials and hydrogen-powered heavy trucks.

4. Zhangye Chuangte New Energy Co., Ltd. released an environmental impact assessment approval announcement on August 27, 2025, for the Green Hydrogen-Ammonia-Methanol Integrated Demonstration Project (Phase I) in Zhangye City, Gansu Province. The project adopts the technical route of "alkaline electrolytic water hydrogen production + ammonia/methanol synthesis," with Phase I focusing on hydrogen energy production and Phase II extending to downstream chemical products: Hydrogen Energy Production: Construction of 16 sets of 1,000Nm³/h alkaline electrolytic water hydrogen production units, with an annual hydrogen production capacity of 10,000 mt, primarily supplying hydrogen-powered heavy trucks and fuel cell vehicles. Industry Chain Extension: Phase II plans the construction of nitrogen production units, ammonia synthesis units, biomass gasification units, and methanol synthesis units, achieving an annual production capacity of 10,000 mt of synthetic ammonia and 50,000 mt of biomass methanol, enabling a closed-loop production of "green hydrogen - chemical raw materials."

5. Sinopec and Saudi International Power and Water Company (ACWA Power) signed an agreement for the Yanbu Green Hydrogen/Green Ammonia Project. Located in Yanbu, Saudi Arabia, the project will use wind and solar power to produce green ammonia. It includes the construction of 4.5 GW of electrolysis facilities for hydrogen production, approximately 8,000 mt/day of ammonia synthesis facilities, a desalination plant, a dedicated port, and other utility and auxiliary production facilities. The project is expected to commence commercial operation in 2030, with an annual output of 400,000 mt of green hydrogen and 2.8 million mt of green ammonia.

6. Guohua Investment Guohua (Rudong) New Energy Co., Ltd. released the list of winning bidders for the Guohua Rudong Light-Hydrogen-Storage Integrated Hydrogen Production Project EPC General Contracting on August 27 in Rudong Yangkou Port Economic Development Zone, Nantong City, Jiangsu Province. This tender covers the design, procurement, and construction (EPC) of the hydrogen production project, including alkaline water electrolysis equipment (ALK), hydrogen purification systems, hydrogen storage facilities, and supporting public utilities. The tender document explicitly requires the use of domestically produced electrolyzers, with each unit's capacity required to be over 1,000 Nm³/h, and technical parameters must meet international advanced levels.

7. Beijing Haiwang Hydrogen Technology Co., Ltd. and Wuzhou Municipal Government officially signed an agreement in August 2025 to invest in and construct a green fuel and green hydrogen application project in Guangxi. With a total investment of 8 billion yuan, the project will be built in two phases, focusing on green hydrogen production, organic liquid hydrogen storage (LOHC), and sustainable fuel synthesis, forming a closed-loop industry chain of "green electricity - green hydrogen - green ammonia/green methanol/sustainable aviation kerosene." Phase one is scheduled to start construction in 2026 and go into operation in 2028, with an estimated annual output value of 18 billion yuan.

8. Sinopec Material Equipment Department (International Business Company) issued a tender announcement for the Zhongtian Hechuang Ordos Coal Chemical Project, seeking 48 sets of alkaline water electrolysis hydrogen production equipment with a capacity of 1,000~1,500 Nm³/h.

9. The Hande 12MW Hydrogen Test Station was officially completed. This project marks a significant breakthrough in Hande's technological strength and innovation in the hydrogen energy sector, injecting new momentum into the company's future development.

10. Guohua Investment Hebei Branch successfully completed the installation and lifting of 13 units of 1,000 Nm³/h electrolyzers for the "Green Port Hydrogen City" Green Ammonia Project.

Policy Review

  1. The first energy industry hydrogen standard, NB/T 11810-2025 "Regulations for the Preparation of Renewable Energy Power-to-Hydrogen Engineering Planning Report" (hereinafter referred to as "the Regulations"), compiled by the China Institute of Water Resources and Hydropower Research and Planning, was officially released and will come into effect on December 30, 2025.
  2. The European Commission approved a 4 billion euro special fund for electrolyzers, providing a 30% equipment cost subsidy for projects with a capacity of ≥500MW/year, and set a 2030 green hydrogen project electrolyzer efficiency target of ≥60% (LHV basis).
  3. The European Commission released the "State Aid Framework for Clean Industry Agreements," which clearly requires member states to prioritize support for "renewable non-biological fuels" (RFNBOs) and ensures that public resources are tilted towards low-carbon technologies through details such as funding allocation ratios and project timelines.

Corporate News

  1. Xizang Junrui City Gas Green Hydrogen Energy Technology Co., Ltd. was established, with Zhang Shanxi as the legal representative; Yao Binbin and Jia Yongsheng were appointed to director positions.
  2. Haitai Hydrogen Energy Development (Huanghua) Co., Ltd. was established, with Mei Zhixuan as the legal representative and a registered capital of 5 million yuan. Shareholder information shows that the company is 100% owned by Tangshan Haitai Hydrogen Energy Technology Co., Ltd., which in turn is 100% owned by Tangshan Haitai New Energy Technology Co., Ltd.
  3. Xin Gong Green Hydrogen completed its Series A financing, with the investor being a private equity fund (Guoshi Zhida)--Fengxian Future Industry Investment Fund Partnership (Limited Partnership), resulting in a change in equity. After this investment, Guoshi Zhida will hold 9.0909% of Xin Gong Green Hydrogen's shares. Sichuan Jinding Group's shareholding ratio decreased to 43.6684%, remaining the largest shareholder.
  4. Jidian Co., Ltd. announced on August 21 that the company held a board meeting on August 20, 2025, approving the proposal to change the company name and securities abbreviation. The previous company name was "Jilin Electric Power Co., Ltd.," with the securities abbreviation "Jidian Co."; the new company name is "SPIC Green Energy Development Co., Ltd.," with the securities abbreviation "Diantou Lü Neng."
  5. HydoTech (Jiangsu) Co., Ltd. successfully passed the factory acceptance test for the advanced electrolyzer solution custom-developed for Shell's EnergHyNet project.
  6. Sany Hydrogen Energy Co., Ltd. (hereinafter referred to as "Sany Hydrogen Energy") completed a Series A financing round worth several hundred million yuan. This round of financing was led by Qiming Venture Partners, with joint follow-on investments from Yonghua Investment and Guangzhou Fund's Emerging Fund, and Huaxing Capital served as the exclusive financial advisor.
  7. Shi Group recently hosted a field trip and survey by a delegation including Deputy Director Deng Hua of the Gansu Provincial Department of Industry and Information Technology and the Tsinghua University School of Energy and Power Engineering's hydrogen technology team.
  8. Pary Hydrogen Company under the 718th Research Institute of CSIC smoothly passed the re-audit for pressure pipeline installation qualifications.
  9. The unveiling ceremony of the China Energy Research Society's New Energy (Shaanxi) Expert Workstation was held at Shaanxi Hydrogen Research Institute Company.

  1. ​​Shanghai Institute of Ceramics, Chinese Academy of Sciences​​ (China) published patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory-tested lifespan reaching 80,000 hours.
  2. ​​Johnson Massey​​ (UK) filed patent WO2025109876, disclosing a Fe-Ni-Mo ternary non-precious metal catalyst formula, with activity close to that of platinum-based materials.

​​Technology Footprint​​

  1. ​​GKN Powder Metallurgy announced the development of a new generation of high-performance, high porosity, and high purity porous transport layers (HP-PTL) for proton exchange membrane (PEM) electrolysis.
  2. The first 220 kW high-safety solid-state hydrogen storage fuel cell emergency power generation system made its debut and was put into demonstration at the WiFi Smart Terminal Industrial Park of Microgrid Union. This achievement marks a significant breakthrough in the core equipment self-reliance in the field of hydrogen energy emergency power supply in China.
  3. Tongda Electromagnetic Energy Co., Ltd. independently developed and manufactured China's first off-grid medium-voltage DC 20kV direct-hanging hydrogen production power supply (also known as "Hydrogen Yuan No. 1"), which has been successfully applied.
  4. ​​Nel Hydrogen​​ (Norway) launched the next-generation PEM electrolyzer HySyner500, increasing the current density to 5A/cm² and reducing the material cost per unit capacity by 22%.
  5. The real-sea test of the offshore wind power PEM hydrogen production and storage system delivered by Shanghai Hydrogen Shengchuanghe Energy Technology Co., Ltd. was successfully carried out at the Sanya Yazhou Bay near-sea test site.
  6. Hunan Longshen Hydrogen Technology Co., Ltd. introduced a PEM water electrolysis sheet extrusion coater, significantly reducing the cost of expensive catalyst raw materials.
